Senior Finance Manager |

The post holder provides management and leadership of the Finance Section of the Department of Agriculture (DOA) and ensures compliance with the requirements of the current Public Management and Finance Act and its Regulations, as well as any other applicable legislation and guidelines. The post-holder is the principal financial advisor to the Director.
Knowledge and Experience:
A Bachelor’s Degree in Accounting or Finance.
The post holder must have a minimum of 8 years post-degree experience working in a relevant field together with a minimum of 5 years’ experience of working as part of management team
Strong understanding of procurement principals in the public sector, including contract regulation and legislation, procedures and best practices.
Proven working knowledge of accrual accounting.
Good understanding of the Public Management and Finance Act and Regulations.
They should have working knowledge of procurement methods and procedures and a good understanding of inventory auditing
Apply proficient skills in computer applications software including Windows, Microsoft Office (Word, Excel, Access, and Power Point) & counterpoint or equivalent point of sale software

The AHIS Officer plays a pivotal role in safeguarding the agricultural sector and the natural environment of the Cayman Islands. Charged with enforcing stringent safeguarding and biosecurity measures, the officer ensures agricultural resilience, food security, and the facilitation of safe and legitimate trade. By conducting thorough inspection activities and implementing robust biosecurity protocols, they collaborate closely with stakeholders to preserve the agricultural sector, safeguard citizens, and protect the natural and built environments. Operating within the framework of key legislation, including the Plant Protection Act, Animals Act, National Conservation Act, and Endangered Species (Trade & Transport) Act, and International Conventions including the International Plant Protection Convention (IPPC),the Convention for International Trade in Endangered Species (CITES) and the World Organization of Animal Health (WOAH), the Officer significantly contributes to the islands’ overall resilience, sustainability, and food security, ultimately improving the quality of life for all stakeholders.
Knowledge and Experience:
Bachelor of Science in Agriculture with 1-2 years of experience in Biosecurity, or Associate of Science in Agriculture with 3-4 years of experience in Biosecurity. o Preference will be given to candidates with a focus on Crop Protection and Border Protection.
Demonstrated strong interest in agricultural science and biosecurity.
Excellent oral and verbal communication skills, capable of effectively engaging with a diverse range of stakeholders, both local and overseas. This includes delivering clear and impactful presentations once trained.
