| ACCOUNTS OFFICER I |

The post holder will assist the Financial Administrator in the planning, organizing, monitoring and controlling of all financial activities at the Department of Agriculture. The post holder will perform the operational accounting activities within the Department, facilitating, maintaining and verifying the accounts receivables and payables processes. He/she will also be contributing to financial monitoring, analysis and reporting, ensuring procedures remain in accordance with the Public Finance and Management Act.
The post-holder is an integral member of the Accounts Unit, ensuring timely payment of vendors and employees, thereby safeguarding the reputation of the Department of Agriculture.
The post holder is expected to deputize in the absence of the Financial Administrator.
The post holder will oversee processes related to the roles listed below:
- Accounts Officer II
- Accounts Officer III-Receivables
- Accounts Officer III-Payables
- Sales Clerks (2)
An Associate’s degree in Accounting or Finance field; and a minimum of 3 – 5 years practical and relevant experience in an accounting environment.
Computer proficiency in Word and Excel as well as experience with IRIS or other accounting software.

Under the supervision of the Human Resource Business Partner, the post holder provides a range of operational Human Resource (HR) functions that assists in the management of the employee-employer relationship and ensures effective and efficient HR services are provided for the department.
They will provide support and guidance in: *compliance with legal and policy requirements,
* processing payroll entries
* recruitment and selection
* performance management
* employee engagement and welfare
* processing pension payments
*assist where needed in work related issues,
* preparation of any relevant and required reports
* and deal with queries from employees on matters relating to the condition of employment.
We are looking for individuals who are certified in Human Resources or Business Administration and possess a minimum of 5 years’ working experience in a similar role private or public sector.
